Message reply parents outside of scrollback history don't render #1027
Description
To render the parent message of the reply, we have all we need in the tags, so there's no reason that it should require a message to be in scrollback. Currently, a reply to a message outside of scrollback results in just the @display-name with the rest of the message body, no reply context.
