When you search for Virt-Manager in Discover (and presumably it's the same with Gnome Software) it only shows you the 3-sentence description of what Virt-Manager is, including that it works for local and remote VMs. Some of the reviews are bad saying that it only works with remote machines. Discover has a button to show "addons", which then shows the Qemu Flatpak, but that's very hard to notice and I'm not sure if it's done better in Gnome Software.
In my opinion, the necessity of the Qemu addon for users who want to run local VMs should be mentioned somewhere in the initial app description.
