[req]: FTSOv2 feed - Add Transaction fee for BTC, XRP chains

BTCfee/USD or XRP fee/XRP

Justification

To support Agents in the FAsset system it would be important to have visibility into most recent transaction fees in the underlying chains, i.e.: BTC and XRP. We want to be able to see transaction fee spikes
