task/remove_packages_from_.travis.yml

I actually can't remember if we need the r_packages section of the .travis.yml

```yaml
r_packages:
  - testthat
  - covr
  - httr
  - jsonlite
```

Isn't Travis using the DESCRIPTION file to get appropriate packages???
