Eduardo Aguilera emagufer@upo.es has applied some gap filling procedures to FAO production data. We can have a look at his codes: https://github.com/gru-wu/fabio_ghg/tree/dev/R/Crop_production_area.R
Eduardo: "I think it is reasonable to use it [available FAO fodder production data] as a basis for a more reliable estimation, which may include recategorization, checking problems with changes in dry matter content, gapfilling based on national, regional or global yields, linear interpolation, or proxy interpolation (I have included some of those estimations in Crop_production_area.R). A friend of us, Rasmus Einarson, has done an impressive work using EUROSTAT data (which has a higher spatial resolution but ultimately its problems are very similar to those of FAOSTAT) to make reliable time series of fodder area and production in European countries. I am having a meeting with him today, so I will ask him for advice about the feasibility of doing similar (of course, more coarse) work at the global level, although I anticipate that it will be time consuming, as manual checking would be needed on each individual country."
