Add MinerPowerExported method and remove SubmitPoRepForBulkVerify method from from power actor #401

Picked up by @akaladarshi (from Slack):
- MinerPowerExported method of power actor v16 is present in the builtin-actor and in fil-actor-state but not in the go-state-types (which means it's not supported in lotus)
- Also the SubmitPoRepForBulkVerify method of power actor v16 is deprecated in the builtin-actor and in fil-actor-state but not in the go-state-types (which means it's not deprectated in lotus)
