[EPIC] Instrument job config page

Description

This epic aims to plan and implement the work needed to create an instrument job configuration page. The configuration file needs to be accessible to users via a side panel on each reduction page which can we opened, edited, saved, and then closed.

This work will involve integrating or porting certain features from the admin portal, specifically the specification editor, and placing it behind an "Advanced" section of the sidebar. A more user friendly "Basic" section is also required.

Additional work will be needed in the API, such as creating new API endpoints which the frontend will use to interact with the database.
