Implement Phase 2 of Active Effects, which will allow Items to own Active Effects. Example:

  • Wordly: When gossiping or spinning a tale, you gain a +20 Base Chance to Rumor Tests. This is a Talent Item that has an Active Effect attached, which should modify an attribute on the Actor that will be checked during Test Configurations for the Rumor Test.
