Handling rate does not account for automatically assigned questions #282
Description
Initial investigation indicated that the Handling Rate does not take into account automatically assigned questions.
Further discussion and reflection indicated that this was an intentional original design. However, the use of the handling rate on group membership views removes that context, and makes the handling rate confusing because a given individual has handled more questions if part of an auto-assignment.
Decision point will be: do we change the handling rate and/or do we display different metrics on group membership views?
