Not able to disable toolbar from within pad

When you try to disable the toolbar from within the pad and then reload the pad it will come back by default.
Is that how it should be? I would suppose to have it disabled and when needed to be enabled.

The inline toolbar is a useful feature.

Unfortunately also the icons in the button bar vanish away even they are set in settings like:
