A tx that is loaded via link and which has already been executed is shown as "Can be executed"

Steps to reproduce

Open this transaction and notice how the transaction is marked on the right as "Can be executed". If you need to impersonate a signer on this Safe use e.g. Rabby with view-only account of 0x8f7a2AbbC8741572427e3426538cD516A41102f3
