[Bug]: 模型接入自动刷新和显示不全的问题

What happened?

模型接入这里的“刷新模型”每次打开配置会自动触发，导致之前的修改被覆盖

会话里面的模型选择在列表太长的情况下会显示不全，并且无滚动条

Steps to reproduce

1. 分别配置siliconflow平台和小米平台的模型;
2. 点击刷新模型，修改 model id 列表，只保留需要的几个模型;
3. 关闭配置界面，并重新打开模型接入界面，会自动刷新模型并自动填充全量 model id 列表；
   ps：我认为这个影响了正常使用，因为类似siliconflow平台或者opencode go会有非常多的可选模型，但是实际使用并不会全部用上，一般只会选取常用的几个模型；
4. 接下来，点开会话中的模型切换，因为siliconflow平台的可用 model id 列表太多，导致模型选择框非常长，显示不下，且没有滚动条；

建议：

1. “模型接入”的“刷新模型”这个功能应该手动来控制触发，而不是自动触发；
2. 会话里面的模型选择可以使用一个单独的弹窗来显示和选择；
