Host and maintain Erlang/Elixir/etc packages for apt-get

There are ongoing discussions to get the Erlang Solutions packages handed off to the working group, but we essentially are looking for someone willing to take ownership (as in "tracking issues and knowing what is going on moving forwards" and not as in "willing to do all the maintenance work") for this to happen.

Unless there are more volunteers, there aren't necessarily enough hands to take that over.
