Restore periodic Docker image tagging #1316

The last tag applied was 3 years ago: https://hub.docker.com/r/envoyproxy/nighthawk-dev/tags.

This would be helpful for any user to go back to a fairly recent version if the latest image ever breaks, as it did in #1312.
