Cmake out of step with upstream

# General

This is a reminder (mostly for me) to check in after GraphBLAS/LAGraph#161 is closed. My recent PR (#2) is meant to be a temporary patch and I need a reminder to undo some of it once GraphBLAS/LAGraph is updated. See #2 for details about the patch. TLDR we only build static targets in LAGRaph.
