I've tried the MS Store version and the installer from here, even older versions. Same crash, tray icon disappears on hover. Previously worked fine on this pc but not anymore after a Windows reinstall.

I cannot reproduce the exception. You can try to uninstall and re-install this app.

I have, multiple times with the MS Store version and the latest installer from here. I've even resorted to installing older versions and all of them gave me the same error.

The assembly that the error message referred to is one of core libraries of WPF.
You can try running other WPF app to check if your OS has an issue in the installation of .NET Framework.

I was recommended to install .NET but it didn't fix it.
What other WPF apps should I try running? And if it does have a problem, what do I do as a fix?

Any WPF app.
Have you re-installed .NET Framework 4.8?
Beyond that, it is all up you.
