No alt text warning

My idea is to implement an optional setting that when turned on (maybe the default being on is better for this) will display a popup when you are trying to post if one or more of attachments (photos, videos) do not have an alt text.

The popup could have three options, “Close”, “Add alt description”, and “Post”.

Close: this option would close the pop up and do nothing.

Add alt description: this would open text boxes of attachments that don’t have alt descriptions. If there are more then one attachment without a description there could be a “next” button while editing the alt description of the first attachment to add an alt description for the next attachment (and so on)

Post: posts the toot and closes the popup
