[Request]: EDOT Troubleshooting section enhancements

Description

• How to set --log-level=debug in containerized environments
• Explain or expand Verify Pipelines: Use otelctl diagnose (if available) to check pipeline health.
• Explain how to leverage the debug exporter to dump signals to file in debug for investigation
• Create a "what to provide/collect for a bug/issue" page/section

I would use this as a META issue and we can spin off separate PRs or tick items as they're addressed. WDYT?
We can keep updating the list.
