Describe the bug

I'm seeing <hr> in this page (even though this isn't one we'll be migrating):

Expected behavior

I think those HTML elements should not be visible.

I updated to the most recent version, but I'm also seeing <code> and <br> not rendering correctly here and other place using the locally run version:

We cleaned these up as best we could. There are a handful remaining that writers will need to clean manually.
