Are we planning to add a YAML linter ? If not can you point me docs how to contribute a new linter?

I have no such plan.

If not can you point me docs how to contribute a new linter?

You may want to have look it these two existing linters for text and XML files: https://github.com/ec4j/editorconfig-linters/tree/master/editorconfig-linters/src/main/java/org/ec4j/linters

Feel free to send a PR to the editorconfig-linters repo.
