Search for winners

On contract awards, enable searching through winners and on a click, allow seeing all the other "contract awards" that company got.

@melish @dianaboiangiu In the Contract Awards page you can filter by the vendor. Isn't that enough?

I guess it's enough, but make the list of vendors more usable (sort, typeahead search etc).
Also, I expect the list will grow a lot in time.
And probably the name of the vendor will not always be spelled the same way
