Create app to process OCLC intermediate marc files

CDL sends MARC records to OCLC via upload to their ftp. OCLC adds an id to the record in field 035. This intermediate file has additional info but the record length is not recalculated. SILS team want to use the intermediate file to upload to ILS. However, the upload fails because the file needs to go through record length computation since a new field was added. OCLC does create a fully finished MARC record too for World Cat but SILS team doesn't want to use the OCLC processed MARC record since embargo information is stripped away in that version.
