Requesting support to run DLS with versions of Python newer than 3.8.

Detailed Description

Provide support for Python 3.9+ (3.9-3.12 as of 05/31/2024)

Use Case

We run DLS on Windows and cannot install Python 3.8.19 without having to compile it internally. Python 3.8 will go EOL October 2024 (this year).

An updated DLS version is coming that will support the currently maintained versions of Python.
