New Wrapper: METplus Analysis Reformatting #2851

Describe the New Feature

Currently, there are two use cases that reformat data to use command line plotting in METplotpy. These are short_range/UserScript_fcstRRFS_fcstOnly_Reformat_Aggregate_Plot.conf and clouds/GridStat_fcstGFS_obsGFS_cloudFracLayer.conf. Both use cases use a script for reformatting that are very similar (reformat_ecnt_linetype.py and reformat_CTS_linetype.py). This issue is to create a wrapper to handle reformatting so that these scripts can be consolidated and future reformatting needs can be handled by the wrapper.
