Bugfix: missing links in MET Users Guide #3421

Describe the Problem

In the MET users guide (both the latest release, and the latest tag), all of the tables referenced on this page for config options have no links and I am unable to find them. Also, there's a section "Indices and tables" in the main table of contents, but the "index" (https://metplus.readthedocs.io/projects/met/en/main_v12.1/genindex.html) just has nothing, and there is no link to anything about tables.

Expected Behavior

The referenced tables should have links, and the index should be fixed
