File uploads incite Google to send us a corresponding change, which makes us redownload that same file

Confirm whether we are or are not downloading a file that we previously hadn't (which we don't want to).

Also, confirm that "update" changes from Google (which can reference individual chunks of a file) are reusing an existing, cached file. We're afraid that we're redownloading, every time.
