Describe the bug
In genUpdate of BrownCompleteness:
- The planetPopulation's scaleOrbits flag is not being honored properly
- The incorrect planetPopulation may be used if completeness specs is set
- The limiting deltaMag used is the max of all deltaMags for all stars, rather than the per-star value
