Describe the bug
RplSelect, when no value is set will read the placeholder twice. This is unnecessary duplication for users of screen reading software.

To Reproduce

  1. Go to https://www.legislation.vic.gov.au/search?q=act
  2. Inspect the Accessibility properties for the Legislation type / Year RplSelect button element
  3. It will show the placeholder text twice, followed by the label name

Expected behaviour
The placeholder text should only appear once, followed by the label

Actual behaviour
The placeholder text appears twice, followed by the label

Additional context

It seems the button is labelled by 3 elements:

  • X-rpl-select-trigger
  • X-rpl-select-value
  • X-rpl-select-label
    I'm assuming the value should be empty, but it's being set to the placeholder?
