[VMR] Ensure the VMR builds and publishes all of Roslyn #78298
Description
Currently the VMR may not build all of Roslyn. In order to publish from the VMR all of Roslyn must be built and packed. Packages should go to the correct intermediate feeds, and IsShipping packages should go to nuget.org
Roslyn packages must be updated to include the correct IsShipping flag for any that go to nuget.rog.
