some suggestions: undead nations shouldn't be able to colonize without manpower penalties and maybe a manpower mechanic for raising manpower through defeated armies also they should be unable to raise manpower
Another suggestion would be this one, scourge and alike should be Always at war with great powers or have severe diplomatic debuffs and only ignore smaller nations It doesn't make sense that you can engage in classic diplomacy with the scourge. Also, deathholme and scourge of Lordaeron shouldn't that amount of controlled land most of those lands should be uncolonized land filled with hostile "natives" instead. By lore, the scourge didn't formally control those lands they just had roaming mindless undead all over the place.
Another thing would be diplomatic relations everyone that is for example not the Scarlet crusade fucking hates the Scarlet crusade the Horde hates them the Alliance hates them, but in-game you can barely feel any hate at all stormwind even invited me to join the Alliance. Certain factions in WoW are downright Messed up and should have more diplomatic drawbacks.

also, there was the issue of shadowlands adding new, out of Azeroth, territories as well as Argus in Legion
so my question is, wouldn't this be solved with random new world DLC mechanic? With a new world, you could have all these plains and not worry about preexisting nations etc
of course, there will be an effort to create the new continents.....
as most of these continents were added in later expansions, but "existed" likewise before our timelines they could exist without the need to w8 for later bookmarks and make them accessible through events or currently known methods (like a dark portal for Draenor too)
the only question is Draenor but you could force it through the event to a much earlier date, without waiting for the other Garosh to do it for us.
I was thinking of Amathet who appeared in BfA
and the way they appeared in the scene
indeed they are in BfA but you could make them appear randomly in previous eras too
and my suggestion is trough archaeology events
"You dag for an artefact but you fell into the crypts of the ancient Amathet" or sm
and they would appear as a nation with 1-3 provinces
Uldum area-specific event
there could be something similar for Silithids for Uldum, Tanaris, Ungoro Crater
or Troggs in central Eastern Kingdoms
and Nerubians in Northrend
Scourge events
random ones: "this (x) hero challenges you" (effects until leaders death)
results: 1) Kill him and get new advisor death knight or taking extra mana point by consuming his soul with frostmourne
2) you get killed or something
mission ones: "undead waves" Send undead armies in random or specific nations and get points, manpower and etc bonuses until leader dies
Mantid mission/event: "Prey Time" (inspired by Striker Ga'dok's anility in Pandaria dungeon)
prey on foreign cultures in your kingdom or in the provinces of enemy territories
if it is in your kingdom, that may result in cultural change into Mantid
in enemy territories maybe devastation?
I think the "Pentarchy" triggered modifier could be implied to mod
I think best candidates are Titanic and maybe church of the holy light/Elune
The biggest reason is that when it comes to conversion, Titanic and Elune suck. They can have at most 2 priests and conversion is slow
so.......
Titanic could have as "Patriarchies" Halls of Origination, Uldum, Ulduar, Uldaman etc
Elune, various centres of faith around Azeroth, like Teldrassil, Nordrassil, the Grove or temple of Elune in Valshara/Tomb of Sargeras (it could have its own event for cleansing the temple of file corruption)
Also, I was thinking of a religious event for light religions
requirements: control of all light related provinces (CotHL, LoNaary, LotSunwell etc)
choice: Keep original faith or transform all these light related religions into "Light" faith on its primordial form

2)civilized states of eastern kingdoms should be the main colonizing forces
3)terra incognita on Northrend, Pandaria, Outland, Kalimdor
Kalimdor should be treated like the Americas are treated in the base game tbh
