RabbitMQ broker takes 10 minutes to start inside Windows Container

So when rabbit is started through compose or with docker run it takes in between 5-10 mins to get this message below and actually hit the management portal.

The container its self starts right away but the process inside takes about 10 mins. Was wondering what I could do start this up faster.

This repository does not include a Windows variant (see #168), so I'm not sure how this applies to this image/repo?
