Describe the solution you'd like
Use a dedicated account other than wmcore_output while creating rules for relval outputs, so that we can apply limits on it. I'll update this ticket when this account is created.

Describe alternatives you've considered
I'm not aware of any other way to apply a limit to the space that relval outputs can take at CERN. If someone knows, I'd be interested to know.

Additional context
For the timeline; I need to discuss the urgency of this within CompOps and update the ticket.

I have a couple of questions on the expected behavior:

1. should we check for account+RSE quota before making an output data placement?
2. what should happen if the account+RSE is without available space?
3. any other case that we did not think about?
