similarly to https://github.com/dmwm/CRABServer/blob/23707a194a1df38cd8cda928c21b6723001a95ea/src/python/ServerUtilities.py#L838
should use env.var CRAB_useGoCurl to swith from curl to gocurl

A different name can be used, but then change also in ServerUtilities.

At the same time use this as gocurl location: /cvmfs/cms.cern.ch/cmsmon/gocurl
