Accessibility Issue: “Back to top” button has confusing label for screen-readers

The back to top button in the page footer reads as “Back to top and scrollspy button” in screen readers. 

“Scrollspy” is a confusing term  to users. When inspecting the code you can see it has “title="Back to Top and Scrollspy".

Verified in latest versions of NVDA and Firefox.
