Accessibility Issue: Course Management Modal Focus

When selecting the course management gear button, a modal/dialog opens but no information concerning modal/dialog is conveyed to users of screen readers.

Suggested fix: Send focus to an element inside the modal/dialog.

We are using the latest versions of NVDA and Firefox.
