docs: DB UX Design System development

Extracting Development section to not confuse any developers consuming our work.

We've been partly given the feedback that this section might get extracted, as some developers only scan the website for code sections and not necessarily read the documentation and that for we should extract documentation that is only meant for specific audience (developers working on the DB UX Design System directly), so that it won't get confused by documentation that is necessary to read or code that is necessary to adapt when using our DB UX Design System components or patterns.

Types of changes

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Refactoring (fix on existing components or architectural decisions)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Documentation Update (if none of the other choices apply)
