Install & activate extension system-wide

Thanks again for creating this, it is a really cool tool!

We have a multi-user system. Would it be possible to install an extension systemwide, and activate the `git config --global --add datalad.extensions.load dataverse` command for everyone?

Apologies if this is documented somewhere, I couldnt find it.
