Enable changes to root if enforce-single-folder is true

This is related to: #27 - that's the failure if you make root changes and enforce-single-folder is false.

However, if it is true, we are stricter and say you cannot make changes outside path. We should maybe relax this (or provide an option to the user to set it as relaxed or not).
