Enable Kotlin DSL when Protobuf becomes AGP 9 compatible

Currently, we have android.newDsl=false in gradle.properties, which prevents full migration to Kotlin DSL. This cannot be changed until this change is released to production. Once this happens, we can remove android.newDsl=false, completing the migration.
