Is there a place that shows which are enabled by default?

@briankgarland depends on the options. If no options are passed it defaults to plugins at least stage 2 or greater. You can see them in the website https://preset-env.cssdb.org/features/#stage-2

Browserslist default is another factor.
You can pass the debug: true flag to get feedback on the enabled plugins.

Today postcss-preset-env has these plugins enabled when you don't pass any specific plugin options :

Using features from Stage 2 (default)

Browser usage stats are constantly changing so tomorrow a specific might no longer be needed for your browserslist config.

It looks like autoprefixer is included by default, though not in that list. Are there any others?

No, that should be the only exception.

autoprefixer is not enabled/disabled by the stage or browsers plugin options.
You can choose to disable it manually and otherwise it is always enabled.
