Police Pagination #277
Description
Motivation
Currently the police view does not have pagination, so choosing a wide date filter may overload the user's computer when trying to render the entire list.
Deliverables
- Pagination controls are added to the police party list, mirroring controls on the staff view
- Clicking on a map pin still navigates to the correct party card in the list
