Police Party Card Update

Motivation

The current Police Party Card is too verbose and makes for bad UX, especially on mobile.

Deliverables

• Update the police party card to match the new design in the Figma
  • This should apply to both mobile and desktop
• This also includes adding the hold to the card, only if present
