[4.x]: Error: Invalid owner ID stops garbage collection on site during a GC command

What happened?

Description

Running garbage collection ...
> purging unsaved drafts that have gone stale ... Error: Invalid owner ID: 658913

Steps to reproduce

1. Run php craft gc or php craft gc --delete-all-trashed=1

Expected behavior

Garbage collection to complete

Actual behavior

Garbage collection is stuck and garbage will not be removed automatically or trough running command.
