The %S option wording is very verbose, it also buries the %OS option in the description of the table (Which on most compilers I tried truncates the sub-second measurement from the output), Additionally the description of %OS is extremely vague

That's unavoidable, the locale's alternative representation is not specified by C++. And why is it any worse than the almost identical sentences for %Ou, %OU, %Ey, etc.?

It might be an improvement if we explicitly said that those alternative representations are produced by using std::time_put facets, but I'm not sure if that's actually required (or just how some implementations do it).

Before reporting an LWG issue, please look at the two (or three?) active proposals related to %S and precision.
