Provide a statically linked binary for casual users

For people like me who would like to give VARI a go and see what it does, it would be great if there was a binary that has boost and all the other 3rd party dependencies statically linked.

That way I could try the tool out without having to go through the 3rd party build process.

It appears that others have tried and failed to compile and use the code (#3, #9)

To simplify building, it might also be a good idea to move the build process into the main Makefile.
