Macos installer - support installation as standard user (not local administrator)

Is your feature request related to a problem?

Currently our engineers install corretto locally for testing and local development of our software. We are primarily running the latest macos version (Sequoia). Our security and compliance teams do not allow users to have local admin access to their devices.

Describe a solution you would like

Support installation of Corretto without requiring local administrative access to the system.

Describe alternatives you have considered

Our compliance team will not make exceptions so we do not have a workaround to deploy and manage this if the installer requires administrative access to the host.

To reproduce, using a standard (non-administrative) macos user, attempt to install Corretto 17.
