Chat interface not loading assistant replies

Chat interface does not appear to be loading assistant replies to user.

Looks like ConstitutionalAIChat renders a message that is Complete but empty

Let's re-test when the latest PR merges but I'm 90% sure this was due to some other issues with xmllm that have now been resolved.
