Tags aggressive caching might lead to tagging inconsistencies between search results, view mode and edit mode

Describe the bug

Sometimes after changing the tags of a question the edit view and the other views (search results) do not show the exact same tags (some removed tags are still attached to the question). Examples and discussions can be found on this meta post.

To Reproduce
Steps to reproduce the behavior:

1. Go to a question.
2. Edit it (must have direct edit privilege)
3. Check tag lists in searches and post lists.

Expected behavior
The question tag list should eventually "expire" and display correctly at least after a while.
