Tiny bug (?):

I think Show resolved shouldn't be taken in consideration when the All selector is used (the checkbox could be disabled in that case).

User's selection could be persistent

It could be nice to have those settings persisting across pages, I believe. Either stored silently, or maybe a default option in the user's settings?

"All" is probably a misnomer. It's for showing any label (including no label), so the option to hide resolved makes sense there in my opinion. Show comments with any labels, but ignore resolved ones.

Storing silently (use the last choice) would be confusing, but the default option can be made configurable. To make this work, it must be overridden when following a link from other pages like dashboard to show the linked comment.

Looks like so. From the user point of view, it will most likely be expected to show all messages, instead of applying only to all labeled messages.
