comment resolution works for < 5k honor

So according to CodeWars Wiki :

Resolve comment | 5,000 | Ability to resolve other's comments

This requires 5000 honor. I can report it with confirmation that it is broken.

I didn't know that it required 5000 honor and was 4950 honor and after completing saw an issue and resolved the issue after fixing the problem (it was not my kata).

Another issue that I will add along with this is how I figured out you need 5k for comment resolution :

I hit 5k by completing a kata but didn't get any good news comment like I normally do so there is one more side you might wanna take a look into.

Though the first is a bit more serious.
